இலங்கை::வடக்கில் வாழும் மக்களில் கணிசமானவர்கள் தாம் இங்கு துஷ்பிரயோகம் மற்றும் தாக்குதலுக்கு உட்படுத்தப்படுகின்றோம் என்பதை காட்டக்கூடிய கள்ள ஆவணங்களை அரசியல் பிரதிநிதிகளுடன் இணைந்து அவர்களது உதவியுடன் வெற்றிகரமாக தயார்படுத்தி வந்துள்ளனர். பாதுகாப்புப் படைகள் மூலம் தாம் இன்கல்களுக்கு உட்படுத்தப்படுத்தப்படுவதைக் காட்டக்கூடிய இவ்வாரான போலி ஆவனங்கள் மூலம் வெற்றிகரமாக ஆதாரமாகளைத் தயார் செய்து மேற்கு நாடுகளின் விசாக்களை பெறுவதன் மூலம் மேற்கு நாடுகளுக்கு பாதுகாப்பாக செல்வதற்கான வழிகளை அமைத்து வந்துள்ளனர்.

குற்றவாளிகளின் விபரம்

கடந்த 2012 பெப்ரவரி 28 ஆம் திகதி வவுனியா பொலிஸ் நிலையத்திற்கு வழங்கப்பட்ட ஒரு தகவல்களை அடிப்படையாகக் கொண்டு இவ்வாரான சட்டவிரோத நடவடிக்கைகள் இடம்பெற்று வந்த ஒரு இடம் கண்டுபிடிக்கப்பட்டது அத்துடன் இவ்விடத்தில் இருந்து சில ஆவணங்கள், போலியான இரப்பர் முத்திரைகள் சட்டவிரோத நடவடிக்கைகளுக்கு பயன்படுத்தப்படும் சில ஆவனங்களும் கைப்பற்றப்பட்டுள்ளது.

இதற்கமைய இவ்வரான சட்டவிரோத விடயங்களில் தொடர்புடையவர்களான வவுனியா தெக்காவத்தையைச் சேர்ந்த டீ எம் எம் மத்தும பண்டார மற்றும் வவுனியா மடுகந்தையைச் சேர்ந்த எ ஏகநாயக என்போரை வவுனியா பொலீஸார் கைது செய்தனர்.

கைதுசைய்யப்பட்டவர்களுடன் குற்றவாளிகள் தங்கள் வசம் வைத்திருந்த சில பெருட்கள் மற்றும் ஆவணங்களும் கைப்பற்றப்பட்டன. கைப்பற்றப்பட்ட இவ் ஆவணங்களுல் தனிப்பட்ட முகவரியிடப்பட்டு விசாரணைக்காக ஒரு போலியான பாதுகாப்பு படைத் தளத்தின் பெயர் முகவரியுடனாக கடிதம் இருப்பதும் கண்டறியப்பட்டது. இந்த கடிதங்களில் இலங்கை தேசிய முத்திரையும் பொறிக்கப்பட்டிருந்தது.

இவர்கள்மீது நடாத்தப்பட்பட்ட மேலதிக விசாரணைகளின் போது, இவர்கள் போலியான முறையில் மேற்கத்திய நாடுகளில் அகதி அந்தஸ்தைப்பெற்று அந்நாடுகளுக்கு விசாக்களைப் பெறுபவர்களுக்கு இவ்வாறான போலி ஆவணங்கள் வழங்கப்பட்டுள்ளமை தெரியவந்துள்ளது.அத்துடன் இவ்வாறான ஆவணம் ஒன்றுக்கு இவர்கள் 10,000 ரூபாய் அறவிட்டுள்ளனர்.

அதன் பின்னர் கைதுசெய்யப்பட்டவர்களும் அவர்கள் வைத்திருந்த ஆவணங்களும் வவுனியா நீதிமன்றத்தில் வழக்கு எண் பி 308/2012 இக்கு அமைய ஆஜர்படுத்தப்பட்டதுடன் இதன் சட்ட நடவடிக்கைகள் எதிர்வரும் 2012 ஜூலை 6ஆம் திகதி மீன்டும் இடம்பெறவுள்ளமை குறிப்பிடத்தக்கது.

இதையையொத்த இன்னுமொரு நிகழ்வு

இதேபோன்ற மற்றொரு சம்பவம் யாழ்ப்பாணத்தில் வசிக்கும் ஒரு புகழ்பெற்ற தொழிலதிபரினால் முன்னெடுக்கப்பட்டுள்து. யாழ்ப்பாணத்தின் ஒரு பிரிவின் மேயரிடம் தற்போது வெளிநாட்டில் வசிக்கும் தமது மூன்று பிள்ளைகளும் இலங்கை பாதுகாப்பு

படையினரின் தொடச்சியான தொல்லைகள் மற்றும் தீவிர வாழ்க்கை அச்சுறுத்தல்கள் காரணமாகவே தற்போது வெளிநாட்டில் வசிப்பதாக சட்டரீதியாக அத்தாற்சிப்படுத்தக் கோரிய ஒரு கடிதத்தை வழங்கியுள்ளமை தற்போது வெளிச்சத்திற்கு வந்ததுள்ளது. (பெயர்கள் மற்றும் விவரங்கள் தொடர்ந்து இடம்பெறும் விசாரணைகள் காரணமாக மறைக்கப்பட்டுள்ளன).

கிராமசேவகரூடாக பெறப்பட்ட கடிதம்

இவ்வாறான சம்பவங்களின் உண்மை யாதெனில் இவர் போன்ற யாழ் தொழிலதிபர்கள் பொய்யான முறையில் இராணுவத்தினரைக் காரணம்காட்டி தமது உறவுளை மேற்கத்திய நாடுகளில் குடியுரிமைபெற்று சொகுசான வாழ்க்கைக்கு அடித்தளம் அமைப்பதேயாகும்.

மேலதிக விசாரணையின் போது இப் புகழ்பெற்ற யாழ்.தொழிலதிபரின் பிள்ளைகள் மேற்கத்தேய நாடுகளில் கல்வி கற்பதும் அவர்களது கல்வியாண்டுக்கான விசா அனுமதிக்காலம் முடிவடையும் தறுவாயில் உள்ளமையும் தெரியவந்துள்ளது.மேலும் இத் தொழிலதிபர் இவ்வாறான போலித்தகவல்களை அவரது பிரதேச கிராமசேவகரூடாக உண்மைப்படுத்திய ஆவணத்தை வைத்திருந்தமையும் கண்டுபிடிக்கப்பட்டுள்ளது.

இவ்வறான செயற்பாடுகளின் போது வெளிநாடுகளில் உள்ள பிள்ளைகள் அங்குள்ள சட்டவல்லுனர்களது ஆலோசனைக்கமைவாக இவ்வாறான செயல்களை மிகவும் கட்சிதமாக யாரும் கண்டுபிடிக்க முடியாதவாறு சட்டவிரோத நடவடிக்கைகளை முன்னெடுத்து வருகின்றனர்.

இதுபோன்ற விடயங்களை புரியக்கூடிய சமூகமானது அது தமிழ், சிங்களம், முஸ்லீம் அல்லது கத்தேலிக்கராக இருக்கலாம் இவர்கல் அனைவரும் தாய்நாட்டுக்கும் எமது நாட்டு பாதுகாப்பு படைகளுக்கும் சமுதாயத்திலும் சவ்வதேசத்தில் அபகீர்த்தியையும் இழிவையும் பெற்றுத்தரக்கூடிய நோக்கத்தில் தனிப்பட்ட இலாபத்திக்காகவே முன்னெடுக்கப்படுகின்றமை குறிப்பிடத்தக்கது.

considerable number of people living in the north have been successful in obtaining forged documents in certain occasions with the collaborated assistance of public representatives indicating that they have undergone abuse and assault. By way of lodging falsified complaints at the Human Rights Commission of Sri Lanka indicating noticeable victimization at the hands of the security forces ultimately results in submission of such bogus claims to visa authorities of western nations, which in turn accepts them as sufficient proof successfully paving the way for the issuance of visas and safe passage to western nations.

Details of offenders

On 28th February 2012, Vavuniya Police based on information received managed to apprehend an illegal place where such activities take place and recovered some forged documents, rubber stamps used to provide fake authenticity and related materials used for such illicit activities.

The persons who were arrested by the Vavuniya Police in connection with the illegal activity are D M M Maddumabandara of Thekkawatta, Vavuniya and A Ekanayake of Madukanda, Vavuniya.

Along with the arrest the items and documents recovered indicate that offenders had in their possession some letters which were addressed to certain individuals informing them to appear at certain Security Forces Bases for investigations. These letters contained the national emblem of Sri Lanka, a forged insignia and a bogus name of a camp which in not in existence.

Having carried out further investigations, it was revealed that the offenders had issued forged documents of this nature to many asylum seekers who are seeking to enter into western shores and obtain "Political Refugee Status". For each such forged letter issued, the offenders had charged Rs 10,000/=.

The arrested persons along with the illegal material were produced before the Vavuniya Magistrate courts under the legal case number B 308/2012 and the legal proceedings are held again on the 6th July 2012. The illegally produced documents were forwarded to the Government Analyst Department for further investigations.

Another similar incident

Another similar incident came to limelight when a reputed businessman residing in Jaffna had appeared before and pleaded to the Mayor of one of the Jaffna divisions and handed over a letter requesting to provide him with an official letter indicating that his three children who are now residing overseas faced grave and serious life threats and had been subjected to constant harassment by the Sri Lankan Security forces. (Names and details are withheld due to ongoing investigations).

The real reason behind these attempts of persons like the Jaffna businessman is smuggling their "kith and kin" to greener pastures at the expense of the good reputation of the Sri Lankan Security Forces and the Government.

Further investigations have revealed that the businessman's children are in western countries pursuing higher education and were nearing the end of their relevant visa periods.

It was also revealed that the children who are in overseas have sought expert advices from an Attorney in that country in order to obtain an extension to their stay in overseas, where the attorney had advised that it is achievable by means of providing a written submission indicating that they face life threats from the Sri Lankan Security Forces.

Draft letters made in this regard highlighting the salient points to be included were also handed over by the attorney to the concerned.

Having unearthed the truth the businessman had affirmed that he nor any of his children were ever been victimized nor being harassed in any way by the Sri Lankan Security Forces and the sole objective of fabricating such allegations was to pave safe passage for his children to reside overseas.

A letter obtained from a Grama-Sewa Niladari

The businessman also revealed that the same procedure is a popular practice followed by many asylum seekers in Jaffna in order to reach western shores.

The businessman, having failed in his attempts first by pleading and then by offering monetary offerings to the investigation authorities to refrain from disclosing information given by him also revealed and reiterated that the practice was very popular and was followed by almost all of the asylum seekers. The businessman also added that a similar letter had been already obtained by him for the same purpose from one of the Grama-Sewa Niladaris in Jaffna peninsula. (Name of grama-sewa niladari is withheld due to ongoing investigations).

This disclosure to the community in large is that may it be Tamil, Sinhala, Muslim or Burgher, the Sri Lankan Security Forces are being scandalously used as "scapegoats" by certain elements in the society to gain personal advantages
